On October 15-16, 2019, the 3rd Joint Forum on Public Management and Public Service of the State Key Laboratories was successfully held in Xiamen University. The forum was hosted by Xiamen University and jointly organized by the three state key laboratories: State Key laboratory of Physical Chemistry of Solid Surfaces, State Key Laboratory of Marine Environmental Science and State Key Laboratory of Cellular Stress Biology. The Joint Forum on public management and public service of State Key Laboratories (hereinafter referred to as the forum) has been held annually since 2017 and the previous two forums were held in Kunming and Guangzhou. More than three hundred representatives from about 139 state key laboratories or supporting institutions attended this year’s forum.

  Science and technology affects the strategic deployment of the whole country and even the strategic development on the international stage. Whether this influence can play a positive role depends largely on the success of the platform of national scientific research institutions, such as national (key) laboratories, etc. as an important supporting force for the development of science and technology. Public management service is key to the healthy development of such laboratories.

  The forums include thirteen plenary talks and five division discussions. During the discussion of the management team division, they discussed the laboratory management in terms of the system and mechanism, evaluation rules, special funds, team building, cooperation and exchange, cultural construction, and etc. The technician division fully discusses the laboratory management in terms of the management of large-scale instrument, innovation in instrumentation, use of instrument funds, team building of technical personnel, and etc.

  Holding the joint forum with the theme of laboratory public management and public service is not only of great significance to promote the development of state key laboratories, but also an important platform for strengthening the scientific research management and exchange between universities and scientific research institutions from all over the country.
